    RULAAC Condemns Extrajudicial Killing of Restrained Suspect in Delta, Demands Transparent Investigation, Justice

    The Rule of Law and Accountability Advocacy Centre (RULAAC) strongly condemns the brazen and unlawful killing of a restrained suspect, Mr. Mene Ogidi, by a police officer in Effurun, Delta State.

    This shocking incident – captured in a widely circulated video – shows a handcuffed and defenseless man pleading for his life before being fatally shot. The victim was already under control and posed no imminent threat. The action of the officer, identified as ASP Usman Nuhu, was not only unjustifiable but constitutes a clear case of extrajudicial execution and a grave violation of the right to life.

    That such an act could be carried out in public, with apparent disregard for legal consequences, underscores a deeply troubling culture of impunity within the Nigeria Police Force. It raises serious concerns about whether the lessons of the #EndSARS protests – where Nigerians demanded an end to police brutality and accountability for abuses – have truly been learned or institutionalized.

    While RULAAC notes the reported arrest and transfer of the officer to Force Headquarters for disciplinary proceedings, we stress that internal processes alone are insufficient in addressing a crime of this magnitude. Administrative measures must not replace or undermine criminal accountability.

    We therefore call for:

    1. A prompt, independent, transparent, and credible investigation into the incident, with findings made public.
    2. The immediate prosecution of ASP Usman Nuhu in a competent court of law for murder.
    3. Accountability not only for the officer directly responsible but also for any supervising officers who may have enabled or failed to prevent this act.
    4. Adequate protection for witnesses and all persons connected to the case.
    5. Justice for the family of the victim, including official acknowledgment of wrongdoing and appropriate compensation.

    This incident is not an isolated tragedy but part of a persistent pattern of excessive use of force, abuse of authority, and weak accountability mechanisms within law enforcement. If left inadequately addressed, it will further erode public trust and embolden future violations.

    Nigeria cannot afford to normalize a system where suspects – regardless of the allegations against them – are denied due process and summarily executed by those entrusted with enforcing the law. The rule of law demands that every person is presumed innocent until proven guilty by a court of competent jurisdiction.

    RULAAC stands in solidarity with the family of Mr. Mene Ogidi and reiterates its unwavering commitment to ensuring that justice is served and that meaningful reforms are implemented to prevent recurrence.

    Accountability in this case must not only be done – it must be seen to be done.
