    Assembly commission begins capacity building for senior officers, emphasises professionalism, efficiency

    ‎The Chairman of the Kaduna State Legislative Service Commission, Hon Nuhu Goroh Shadalafiya, has called on senior officers of the Kaduna State House of Assembly to embrace continuous learning and professionalism in order to strengthen legislative processes and service delivery.

    ‎Shadalafiya made the call while declaring open a one-day in-house capacity building programme for senior officers of the Assembly, organised in collaboration with the Office of the Head of Civil Service, Kaduna State.

    ‎Speaking at the event, he described the training as a strategic investment in the “engine room of democracy,” stressing that the effectiveness of the legislature depends largely on the competence, knowledge and commitment of its workforce.

    ‎According to him, the programme was designed to equip officers with the skills and knowledge required to enhance administrative efficiency, human resource management and legislative procedures.

    ‎He expressed appreciation to Governor Uba Sani for supporting institutional strengthening and approving the joint sponsorship of the programme.

    ‎The Commission Chairman also commended the Office of the Head of Civil Service for partnering with the Legislative Service Commission, describing the collaboration as a model of productive inter-governmental cooperation.

    ‎“This partnership between the Executive and the Legislature in building capacity demonstrates how arms of government can work independently yet interdependently for the benefit of the people,” he said.

    ‎Shadalafiya noted that the training focused on three critical areas: administrative procedures, human resource development policy, and legislative procedures.

    ‎He explained that efficient administration remains vital to the success of the legislature, while sound human resource policies are necessary for effective recruitment, training, promotion and retirement processes.

    ‎On legislative procedures, he stressed that the credibility of bills, motions and oversight functions depends on strict adherence to established rules and processes.

    ‎Addressing participants, he urged them to actively engage during the sessions, take detailed notes and ensure that knowledge gained is shared with colleagues in their respective departments.

    ‎“This is not a vacation from work; this is work. Knowledge acquired here should be translated into improved service delivery and institutional growth,” he stated.

    ‎The Chairman further disclosed that the Legislative Service Commission plans to make capacity building a continuous exercise through quarterly training programmes and periodic assessments to measure improvements in administrative efficiency and legislative support services.

    ‎He assured stakeholders that resolutions and standard operating procedures emerging from the programme would be fully implemented to improve the performance of the Assembly bureaucracy.

    ‎Shadalafiya thanked the Speaker of the Kaduna State House of Assembly, the Head of Civil Service, resource persons and participants for their commitment to self-development and institutional excellence.

    ‎He, thereafter, declared the capacity building programme open and expressed optimism that the training would contribute significantly to strengthening legislative governance and public service delivery in Kaduna State.
