    Uba Sani Signs Landmaro Laws On Power, Agriculture, Climate

    Governor of Kaduna State Uba Sani has signed into law three strategic legislations aimed at strengthening energy access, agricultural development and climate governance in the state.

    The laws are: the Kaduna State Electricity Law, 2026; Kaduna State Agricultural Development Fund, KADFund, Law, 2025; and the Kaduna State Climate Change Advisory Board Law, 2026.

    The state government described the development as a major milestone in its efforts to accelerate economic growth, strengthen institutions and promote sustainable development.

    This is contained in a statement issued by the Commissioner for Information and Culture, Malam Ahmed Maiyaki, in Kaduna on Wednesday.

    According to Maiyaki, the three laws provide a comprehensive framework for transforming the state’s energy, agriculture and environmental sectors.

    Speaking on the significance of the legislations, the Deputy Chief of Staff, Legal and Legislative Matters, to the Governor, Dr Mustapha Musa, described them as one of the most far-reaching governance reform packages in Kaduna State’s history.

    Musa said the laws were designed to expand energy access, boost agricultural productivity, strengthen climate resilience and drive sustainable economic development through strong institutions.

    He explained that the Kaduna State Electricity Law, 2026, establishes the Kaduna State Electricity Regulatory Commission to regulate electricity generation, transmission, distribution and supply within the state.

    According to him, the law is expected to create opportunities for private-sector investment, promote renewable energy development and improve electricity access for residents.

    Musa further stated that the KADFund Law, 2025, creates a dedicated financing mechanism to support farmers, cooperatives, agribusinesses and other actors along the agricultural value chain.

    He said the fund would provide grants, soft loans, technical assistance and investments in critical infrastructure to enhance food security and agricultural productivity.

    On climate governance, Musa noted that the Kaduna State Climate Change Advisory Board Law, 2026, establishes a framework for climate action, environmental sustainability, climate finance mobilisation and the integration of climate considerations into development planning.

    He added that the law reinforces Kaduna State’s commitment to sustainable development and environmental stewardship.

    Maiyaki said the legislations collectively reflect the administration’s vision of building resilient institutions capable of attracting investment, expanding opportunities and delivering long-term benefits to citizens.
