    Kaduna Assembly passes College of Agricultural Technology Bill

    The Kaduna State House of Assembly has passed into law, the Kaduna State College of Agricultural Technology Samaru Kataf Establishment Bill 2024, sponsored by Honourable Kambai.

    The Bill received its third reading following a motion moved by Honourable Haruna Barnabas Danmaigona (Member for Kauru/Chawai Constituency) and seconded by Honourable Lawal (Member for Gabasawa Constituency).

    This occurred immediately after the House’s Minority Leader, Honourable Ali Kalat (Member for Jama’a Constituency), moved for the third reading, seconded by Honourable Adamu Mohammed Shika (Member for Giwa East Constituency).

    This legislative achievement provides the Kaduna State Government with a legal framework to establish the Kaduna State College of Agricultural Technology Samaru Kataf in the Zangon Kataf Local Government Area, aiming to advance technical education, encourage research, and create employment within the state.

    The Bill’s sponsor, Honourable Kambai Samuel Kozah (Member for Zango Constituency in the Kaduna State House of Assembly), introduced the Bill late last year, in 2024. It had its first reading on 9th October 2024 and was reintroduced for its second reading on 13th October 2024.

    The Assembly then referred the Bill to the Committee on Education, Agriculture and Judiciary for an in-depth study. The committee’s report was adopted today as presented by the Committee Chairman, Honourable Muhammad Ismaila (Member for Zaria Constituency), following a motion moved by Honourable Usman D. Stigo (Member for Kajuru Constituency) and seconded by Honourable Isiyaku Ibrahim (Member for Makarfi Constituency).

    Speaking shortly after the Bill’s passage into law, Honourable Emmanuel Kantiok (Member for Zonkwa Constituency) thanked members for their support, expressing confidence that the college would offer another opportunity for skills development and job creation across the state. He pledged to support similar initiatives from any colleague in the Assembly.

    Honourable Kambai also expressed deep satisfaction and overwhelming joy at the speedy passage of the legislation, which received massive support from all members. He offered profound and heartfelt appreciation to the members and the Assembly Leadership under the Speaker, Right Honourable Dahiru Liman, who supported the Bill unreservedly from its inception to its logical conclusion in the legislative process.

    “I thank all my colleagues, especially the House Committee Chairman on Education, Agriculture and Judiciary, for their selfless commitment that led to the success of this great legislation,” he remarked.

    Honourable Kambai expressed hope that Governor Uba Sani would sign the Bill into law as soon as it reaches him.

    “Upon receiving the Bill, which will soon be transmitted for executive assent, I believe His Excellency, the Executive Governor Senator Dr Uba Sani, would definitely give his assent because it’s in line with his resolve to provide equitable development across the state. I appealed to the Assembly’s Leadership to ensure the legislation is transmitted to the Governor promptly to enable him to sign it into law for the immediate take-off of the institution,” he assured.

    He called on the youth of his Constituency to remain law-abiding, maintain peace, and accommodate people who would be coming to work and study at the institution.

    “I encouraged the youth to take advantage of the opportunities the college would unfold in the area, the state, and the entire country,” he concluded.
