    Revisiting the Imo Charter of Equity: A Case for Inclusive Zoning Across All Political Offices

    The Charter of Equity in Imo State no doubt will serve as a stabilizing framework for political inclusion, fairness, and balance among the constituent zones and federal constituencies. Originally conceived to ensure equitable rotation of the governorship, it has played a critical role in managing expectations and reducing political tension across the state. However, evolving political realities now demand a more expansive and deliberate application of this principle—one that goes beyond the governorship to cover all elective and appointive positions.

    Beyond the Governorship: The Need for Broader Application

    Limiting the Charter of Equity solely to the governorship undermines its original intent, which is to foster fairness, inclusion, and a sense of belonging among all segments of the state. Political equity should not stop at the highest office but should cascade down to other key positions such as:

    The Senate

    House of Representatives

    State House of Assembly

    Extending the charter to these levels will institutionalize fairness, reduce unhealthy competition, and promote political stability across Imo State.

    Owerri Federal Constituency and the Senate Question:

    Equity demands not just inclusion, but also restraint. Owerri Federal Constituency has held the Senate position for the past eight years(Two terms). By the principles of fairness and rotation, it is only reasonable that the constituency steps aside in the upcoming cycle to allow other constituencies equal opportunity.

    For Owerri Federal Constituency to continue to aspire for the Senate seat at this time would contradict the very essence of the Charter of Equity. True adherence to the charter requires sacrifice and respect for rotational balance.

    Governorship: Strategic Positioning of Aboh Mbaise/Ngor Okpala and Ahiazu/Ezinihitte

    As discussions intensify toward the next governorship cycle, it is evident that Aboh Mbaise/Ngor Okpala and Ahiazu/Ezinihitte federal constituencies are strong contenders within the equity framework.

    Their positioning is justified by:

    Historical underrepresentation in the governorship structure

    Their strategic political contributions to the state

    The need to deepen inclusivity within Owerri Zone.

    Mbaike Federal Constituency and the Senate Slot:

    Given the current dynamics, Mbaike Federal Constituency stands out as the most suitable constituency for the Senate position. This is based on:

    The need to balance representation within Owerri Zone

    The rotational logic that excludes Owerri Federal Constituency at this time

    Mbaike’s relative population density and voters strength.

    Allocating the Senate slot to Mbaike would not only uphold equity but also reinforce internal cohesion within the zone.

    A Framework for Lasting Political Stability:

    To ensure long-term peace and fairness, Imo State must adopt a more structured zoning formula that:

    1. Clearly defines rotational patterns across all political offices
    2. Recognizes federal constituencies as key units of distribution
    3. Encourages voluntary compliance among political actors
    4. Embeds equity into both elective and appointive processes

    Such a system will reduce friction, enhance trust, and create a predictable pathway for political participation.

    The Charter of Equity remains one of Imo State’s most valuable political instruments. However, its continued relevance depends on its evolution. Expanding its application beyond the governorship to include the Senate, House of Representatives, House of Assembly, and other positions is not just desirable—it is necessary.

    Equity must be holistic, not selective.

    By allowing Owerri Federal Constituency to step back from the Senate race, positioning Aboh Mbaise/Ngor Okpala and Ahiazu/Ezinihitte for the governorship, and recognizing Mbaike Federal Constituency as a strong candidate for the Senate, Owerri zone can reinforce fairness, unity, and sustainable political development.

    The path forward is clear: fairness must be deliberate, inclusive, and consistently applied.
