    Nigerians get reprieve as Tinubu signs tax bills into law

    President Bola Ahmed Tinubu on Thursday assented four Tax Bills into Law, a development that has enthroned a new tax order, giving the populace and businesses relief in terms of tax harmonisation, ease of payment, complaint and judicial remediation.

    The Federal Government on Thursday, said the newly signed tax laws will take effect from 1st January, 2026.

    The Special Adviser to the President on Revenue, and Chairman of the Nigeria Revenue Service NRS (the new name of FIRS) Zacch Adedeji, disclosed that the delayed implementation of the law was to allow for the necessary documentations and adjustments needed to effect the changes.

    The tax bills include: Nigeria Tax Bill; The Nigerian Tax Administration Bill; National Revenue Service (Establishment) Bill; Joint Revenue Board (Establishment) Bill.

    One of the four bills is the Nigeria Tax Bill (Ease of Doing Business), which aims to consolidate Nigeria’s fragmented tax laws into a harmonised statute.

    By reducing the multiplicity of taxes and eliminating duplication, the bill will enhance the ease of doing business, reduce taxpayer compliance burdens, and create a more predictable fiscal environment.

    The second bill, the Nigeria Tax Administration Bill, will establish a uniform legal and operational framework for tax administration across federal, state, and local governments.

    The Nigeria Revenue Service (Establishment) Bill, the third bill, repeals the current Federal Inland Revenue Service Act and creates a more autonomous and performance-driven national revenue agency— the Nigeria Revenue Service (NRS). It defines the NRS’s expanded mandate, including non-tax revenue collection, and lays out transparency, accountability, and efficiency mechanisms.

    The fourth bill is the Joint Revenue Board (Establishment) Bill. It provides for a formal governance structure to facilitate cooperation between revenue authorities at all levels of government. It introduces essential oversight mechanisms, including establishing a Tax Appeal Tribunal and an Office of the Tax Ombudsman.

    President Tinubu said he was signing the bills to lay the foundation for a fair, transparent, and modernized tax regime in Nigeria. He added that the new tax regime would reward enterprises, protect the vulnerable, and mobilize revenue without punishing productivity.

    He explained that the tax reform bills are targeted at providing relief for low-income earners, small businesses, and families working hard to make ends meet.

    The Chairman of the Presidential Fiscal Policy and Tax Reforms Committee, Taiwo Oyedele, on Thursday, described the newly signed tax laws as “pro-poor,” saying they will ease the burden on low-income earners, small business owners, and everyday Nigerians.

    He said, “More than 1/3 of workers in both the private and public sectors will now be exempted completely from PAYE.”

    Additionally, Olu Verheijen, special adviser to the President on Energy revealed that the reforms have already catalysed over $6 billion in new investments within the oil and gas sector.

    “With their codification, the administration has delivered long-term certainty and regulatory clarity, ensuring these critical incentives are protected from future policy reversals,” she stated in a social media post after the signing ceremony. “It was a privilege to witness this historic moment, another bold step toward sustainable growth and shared prosperity for all Nigerians.”
