    Port Harcourt, Warri Refineries Not Meeting Petrol Demand, DAPPMAN Dumps NNPCL

    Premium Motor Spirit (PMS), also known as fuel or petrol, can only be purchased by members of the Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN) from the Dangote Petroleum Refinery. This is because the refineries run by the Nigerian National Petroleum Company Limited (NNPCL) are unable to produce petrol effectively and instead produce naphtha.

    According to reports, Olufemi Adewole, Executive Secretary of DAPPMAN, verified this in an interview with reporters on Sunday, May 18, 2025.

    The Dangote refinery is now the sole efficient facility in the country for producing gasoline, and DAPPMAN members are ready to source petroleum products from it, he said.

    Adewole emphasized that the marketers will only think about importing the product in the event that local procurement is not feasible.

    Additionally, he pointed out that members looking to buy premium motor spirit in quantity will not be able to get it from the Dangote refinery.

    Adewole added that since the Port Harcourt and Warri refineries are generating naphtha and cannot sufficiently produce the necessary gasoline, his members will not go there for gasoline.

    The NNPC refineries in Warri and Port Harcourt, which have been renovated, are currently producing naphtha instead of PMS at their best.

    “At this time, our members will not visit them.

    However, we can obtain the product from the Dangote refinery, and we are willing to cooperate with them and purchase from them. If, however, we are unable to obtain the product from the Dangote refinery, we will import it, according to Adewole.

    He claimed that to give marketers more options for obtaining PMS, domestic production should be expanded.

    Additionally, he emphasized that the depot owners want to buy locally and sell to Nigerians rather than import, but the options are limited.

    We need to have more sources of the commodity, thus we should increase in-country production. The depot owners prefer to buy locally and sell to Nigerians, so importing is not their top priority, but there aren’t many options,” he said.

    He argued that by working with a few number of marketers, the Dangote refinery employs a selective strategy, highlighting its preference for gantry supply.

    According to Adewole, who spoke on behalf of the depot owners, the group prefers bulk sales of up to 25 metric tonnes.

    He emphasized that members’ use of the Dangote refinery would be made easier if the portal were open and they could load their ships.

    “We have depots located throughout the nation, particularly along the shore. All of these depots are therefore prepared and eager to purchase from Dangote. However, is Dangote willing and prepared? We have met with the top executives of Dangote Refinery on multiple occasions. We continue to communicate with them. It’s not closed yet, but we want to be able to choose from the refinery at the cheapest price without being taken advantage of,” he said.

    Adewole added that DAPPMAN’s goal is to guarantee that, regardless of the product’s legal origin, it offers consumers in every region of the nation high-quality goods at the most competitive price.

    We will procure the items for them from anywhere we can. We may import thanks to the PIA, and when people inquire, “Why are you importing? Why don’t you visit the nearby refinery? In actuality, we would like to support the local refinery, but would they be able to provide us with the product? We will sell to Nigerians at a lower price if we import cargo at a lower cost,” he said.

    Adewole went on to remark that DAPPMAN is proud that the Dangote refinery is operational and that the group hopes to collaborate with it without incurring financial losses.
