US intensifies diplomacy as Gaza ceasefire faces new strain

U.S. envoys met with Israeli Prime Minister Benjamin Netanyahu on Monday in a bid to keep the fragile Gaza ceasefire plan from collapsing after a surge of violence over the weekend left dozens dead and raised doubts about the truce’s survival.

Both Israel and Hamas reaffirmed their commitment to the U.S.-brokered ceasefire, championed by President Donald Trump, following Sunday’s deadly flare-up in which a Palestinian attack killed two Israeli soldiers and triggered retaliatory airstrikes that left at least 28 Palestinians dead.

Still, with repeated outbreaks of violence including Israeli tank fire that killed three more people in Gaza on Monday, questions are mounting over whether Washington can maintain enough pressure on both sides to hold the ceasefire and push toward a longer-term peace.

Trump, describing the situation as “challenging but manageable,” said the United States was taking “many steps” to uphold the truce. He accused Hamas of violating the deal but suggested the group’s leadership was not directly responsible, citing “some rebellion” within its ranks.

“If Hamas leaders do not straighten it out, we’re going to eradicate them if we have to,” Trump told reporters at the White House, adding that the U.S. would not deploy troops on the ground.

U.S. envoys Steve Witkoff and Jared Kushner began talks in Israel on Monday to stabilize the truce and prepare for the second phase of Trump’s 20-step peace plan. Vice President JD Vance is also scheduled to visit Israel on Tuesday for discussions on “regional challenges and opportunities,” Netanyahu said.

Trump has portrayed the ceasefire as a centerpiece of his foreign policy, calling it “the historic dawn of a new Middle East.” But sticking points remain, including Hamas’ disarmament, further Israeli troop withdrawals, and who will govern Gaza once the fighting stops.

Palestinian medics said the latest Israeli strikes occurred near the so-called “yellow line,” which marks Israel’s initial military pullback zone inside Gaza. The Israeli army said it fired at militants who crossed the line, while residents described confusion over its exact location.

“The whole area is in ruins. We saw the maps, but we can’t tell where those lines are,” said Samir, a 50-year-old resident of Tuffah in Gaza City.

In parallel, Hamas’ exiled Gaza chief Khalil Al-Hayya was expected to meet Egyptian officials in Cairo on Monday to discuss implementation of the ceasefire and the proposed creation of a technocratic administration to govern Gaza. Hamas, however, has rejected any foreign control over the territory and has refused to lay down arms as outlined in the U.S. plan.

Meanwhile, Israel’s military confirmed it had received the body of another hostage from Hamas via the Red Cross. Officials believe up to five more could be handed over soon, though recovery efforts for others may be complicated by widespread destruction across Gaza.

Israeli Defence Minister Israel Katz warned that Hamas fighters must immediately leave areas still under Israeli control, saying anyone remaining beyond the yellow line “will be targeted without warning.”
