    NCC, telcos commit N200bn to cut cost of digital learning

    Nigerian Communications Commission (NCC) and telecommunications operators have moved to tackle one of the major barriers to digital education in Nigeria — the cost of internet access — with the rollout of a zero-rated data scheme for approved educational platforms.
    The initiative, which takes effect today, October 1, 2026, will give eligible learners up to 100 megabytes of free data daily to access designated educational content, potentially providing each beneficiary with about 3GB monthly and 36.5GB annually.
    The programme, being implemented by the NCC in collaboration with the Association of Licensed Telecommunications Operators of Nigeria (ALTON), marks a shift from treating connectivity merely as a commercial service to deploying telecommunications infrastructure as an instrument for human-capital development.
    The initiative is also significant because the industry says it is committing almost N200 billion in financial and in-kind support to the initial pilot involving 5,000 learners.
    The commitment, according to ALTON, includes the value of connectivity, network capacity, devices, terminals and other resources being deployed by telecommunications operators, original equipment manufacturers (OEMs), TowerCos and other technology stakeholders.
    The development comes as Nigeria seeks to deepen broadband penetration, expand digital inclusion and equip its growing population with skills required for participation in an increasingly digital economy.
    The NCC and ALTON said the scheme is designed to make access to online learning, research, digital courses and other approved educational resources more affordable.
    NCC Executive Vice Chairman/Chief Executive Officer, Dr Aminu Maida, said the initiative should be viewed not simply as a daily 100MB data allocation but as a long-term investment in Nigeria’s human capital.
    “One hundred megabytes of data might sound a little, but when you look at it over a month and over a year, and cumulatively over the millions of learners and students that are going to access it, it’s really a significant investment by the industry towards the future of this country,” Maida said.
    He linked the programme to President Bola Ahmed Tinubu’s ambition of building a $1 trillion economy, arguing that such an economy would require substantial investment in education, skills and productivity.
    According to him, connecting learners to teachers, educational materials and knowledge resources could help narrow disparities between students based on geography and access to conventional educational infrastructure.
    Maida said the ultimate economic benefit would come from producing a more productive workforce capable of generating innovations, businesses and new opportunities.
    “If the economy becomes more productive through these people who access these educational platforms, they are the future innovators in Nigeria, they are the ones who are going to come up with ideas and become leaders of tomorrow,” he said.
    The NCC boss added that the initiative was therefore not designed around short-term commercial considerations but around the future growth of both the Nigerian economy and the telecommunications sector.
    Industry puts resources behind education
    ALTON Chairman, Engr. Gbenga Adebayo, said the almost N200 billion industry commitment demonstrates that telecommunications operators are prepared to support national development objectives with resources rather than merely calling for government policies.
    He explained that operators would absorb the cost of the connectivity and network capacity required to provide daily access to the approved platforms.
    “This is a partnership in the truest sense: Government provides the policy and educational framework; the regulator provides coordination and oversight; telecommunications operators provide connectivity and network resources; while OEMs, TowerCos and other technology partners contribute devices, terminals and other critical resources,” Adebayo said.
    He said the value of the initiative should therefore not be judged solely by the volume of data allocated to each learner.
    Beyond the data allowance, he said, the programme could help learners prepare for examinations, conduct research, acquire digital skills and gain access to opportunities in the emerging digital economy.
    Beyond free data
    The rollout nevertheless highlights a broader challenge facing Nigeria’s digital education drive: connectivity alone cannot guarantee effective digital learning.
    Adebayo said the success of the initiative would also depend on access to appropriate devices, relevant educational content, reliable infrastructure, digital literacy and sustained investment.
    He called on other stakeholders to join the initiative, describing the industry’s contribution as an expression of confidence in Nigerian learners and the country’s future.
    The NCC and ALTON said they would work with the Federal Ministry of Education and other stakeholders to ensure that the programme produces measurable and lasting educational outcomes.
    The initiative ultimately places the telecommunications industry at the centre of Nigeria’s digital education strategy, with its success likely to depend on whether free access can translate into sustained learning, improved digital skills and greater participation in the digital economy.
